The primary objective of the visit was to establish an effective support system for families facing adverse situations and to enhance the efforts of institutions and agencies in preventing social orphanhood by reintegrating children into family settings.
During a meeting with Krasnoyarsk Territory Governor Mikhail Kotyukov, the officials reached agreement on ways to enhance efforts to prevent social orphanhood and reduce the number of children at orphanages in the region.
Earlier, lawyers from the Commissioner’s staff conducted an audit of institutions and agencies that offer support for families. Maria Lvova-Belova noted that the region had multiple social support measures for families with children. The Governor supported the idea of reintegrating children into a family environment. He said that the authorities will help all children at orphanages find their path in life, stressing that 250 toddlers from children’s homes have received special attention.
The parties also discussed employment opportunities for teenagers, the development of supplementary education, as well as the introduction of diagnosis notification protocol and the creation of a daycare centre for children with disabilities.
Mikhail Kotyukov said that special attention is devoted annually to the employment of young people: workplaces are created in each municipal entity, and their number is increasing. Additionally, industry-specific and corporate training programmes have been introduced, led by university and college faculty members in an engaging manner. Currently there are over 700 such programmes available in the Krasnoyarsk Territory.
Maria Lvova-Belova also visited the Krasnoyarsk territorial centre for families and children and the Specialised Children’s Home. During the visit, she evaluated the work of these organisations, interacted with children, teachers and other specialists, and reviewed the files of children staying there.
The Governor and the Commissioner co-chaired a meeting with members of the Territorial Commission for Minors Affairs, during which they stressed the importance of promoting a family-oriented approach and restructuring institutional care facilities.
