I am delighted to hold the seventh trilateral meeting of the leaders of China, Russia and Mongolia in Beijing, and to summarise the outcomes of our trilateral cooperation, outlining plans for the future.

The trilateral cooperation between China, Russia and Mongolia has developed steadily under our shared leadership over the past years, yielding substantial results. We are successfully implementing the mid-term trilateral cooperation roadmap, consistently expanding trilateral trade and deepening cooperation across trade, the economy, science, technology, and cultural and humanitarian projects.

Joint flagship projects under the China-Mongolia-Russia Economic Corridor programme have injected fresh momentum into our trilateral cooperation, and China highly values these efforts.

As the Chinese saying goes, a fence needs three stakes, and a hero needs three helpers. As we are friendly neighbours connected by shared mountains, rivers and a common destiny, China stands ready to deepen mutual political trust with Russia and Mongolia, uphold the original purpose of our cooperation and overcome external obstacles, working together towards a higher quality of collaboration.

I would like to pass the floor to President Putin.

First of all, I would like to thank Mr President and our Chinese friends for their hospitality and for organising this trilateral meeting. It has been quite some time since we last met in this format. Today’s meeting was arranged at the initiative of the President of the People’s Republic of China. Thank you for this.

Let me emphasise that Russia sincerely strives for the comprehensive development of mutually beneficial, equal and multifaceted relations with both the People’s Republic of China and Mongolia. At the same time, we believe it is important that successful bilateral cooperation be supplemented and acquire new facets through a trilateral format of interaction.

This is quite natural, because our three countries have much in common. We share an interest in the joint development of political, economic and humanitarian ties. Most importantly, Russia, China, and Mongolia are good neighbours, and our peoples are united by long-standing traditions of friendship and mutual support.

I am confident that our conversation today will be traditionally candid and substantive, and we will touch on the main areas of our trilateral cooperation, and discuss our near- and medium-term plans.

I express my deep gratitude to our Chinese colleagues for the successful organisation of the 7th meeting of the heads of state of Mongolia, the People’s Republic of China, and the Russian Federation in Beijing.

Mongolia has consistently made efforts to deepen bilateral and trilateral relations and cooperation with its eternal neighbours and comprehensive strategic partners China and Russia in all areas of activity, as well as to expand mutually beneficial interaction and cooperation.

This year, we solemnly mark a significant date, which is the 80th anniversary of Victory in the Great Patriotic War, the stoppage of the fire of that war, and victory of the Chinese people over the Japanese invasion. This holiday is celebrated by the peoples of Mongolia, China, and Russia.

This meeting of the heads of state of the three countries takes on special historical significance, since it coincides with the celebration of this great common victory. It is gratifying to note that the peoples of our three countries have always been united in their desire to preserve historical memory, to prevent distortion of historical truth, and to objectively convey to future generations the significance of our common victory and the consequences of this war.

Over the past decade and more, our trilateral cooperation has significantly expanded under the leadership of the three countries’ heads of state. We have achieved tangible results in developing the Economic Corridor, which deserves high praise. In 2022, in Samarkand, we reached an agreement to extend this programme for another five years. Additionally, in November 2024, the parties approved an updated list of 33 projects under this programme.

I would also like to express my satisfaction with our agreement to extend the programme until 2031, for five more years. I believe this creates more realistic conditions for the practical implementation of the Economic Corridor programme. The programme aims to bring tangible benefits to the three nations while also expanding our mutual links and cooperation and ensuring real economic growth. In the context of this goal, it is important to develop feasibility assessments for the projects under the Economic Corridor programme and create effective implementation mechanisms.

I would like to highlight that Mongolia attaches particular importance to the joint projects in such areas as Economic Corridor infrastructure development, transport, logistics, energy and trade.

At Mongolia’s initiative, the heads of government of the three countries held their first successful meeting in 2024 in Islamabad. They reached an agreement in principle to hold the next meeting this year in the Russian Federation. We are confident that this meeting of our three heads of government will be instrumental in translating the agreements reached at the highest level into concrete action and in coordinating our respective national development strategies and programmes.

I would like to note that last June, Mongolia signed an Interim Free Trade Agreement with the Eurasian Economic Union.

I wish you a successful meeting of the heads of state.
