The message reads, in part:
“Fifteen years ago, the Russian Federation made the decision to recognise the sovereignty of the Republic of South Ossetia, respecting the free will of its citizens, in accordance with the UN Charter and other fundamental international documents.
Having defended their freedom in a challenging struggle, the people of South Ossetia are successfully developing institutions of democratic statehood. Relations between our countries have reached the level of alliance and integration. Russia pays particular attention to the consistent implementation of ambitious projects aimed at modernising the republic’s infrastructure, raising the living standards and ensuring social protection of its residents.
I am confident that through our joint efforts we will further boost efficient bilateral ties in all areas, as well as our partnerships in the international arena.”
