Georgy Filimonov reported on the work of the new management team in the Vologda Region since October 31, 2023, when he was appointed Acting Governor. Over this time, the region has risen from the 33rd place to the 12th in Russia in terms of achieving the objectives of national projects.
Vladimir Putin noted that there was an increase in agriculture, industry and construction, meanwhile experts point out slight decline in investment activity. Georgy Filimonov explained it to the President that they have earmarked the ways to remedy this situation and the results will ensue soon.
He also described how they establish direct communication with the residents, including in social networks. Two hours are given for processing complaints, applications and reports to receive the feedback promptly. The Acting Governor responds to reports himself, monitors his social networks and his comments are open for users. This work has a wide public response. He personally visited all the municipalities and holds open meetings with residents, which are broadcast live. They have been viewed by over 320,000 people. More than 1,300 instructions were given following such meetings and more than a half have already been fulfilled.
Georgy Filimonov told the President about the work with the families of participants in the special military operation, servicemen who are fighting on the line of contact. A regional dispatch service and a call centre have been set up where calls are received for advice on how to apply for payments and assistance to the families of servicemen. Each family of a serviceman is assigned a supervisor from the regional government or from the municipality and the social security service. All pressing domestic issues are resolved. About 9,000 families receive such support. In addition, the administration collects requests from military commanders for the things they need. Most demanded are: equipment, outfit, clothes and vehicles. A total of 3.7 billion robles have been allocated to support participants in the special military operation and their families.
Another important set of issues is support to Kursk. Humanitarian aid in the amount of 3,000 tonnes has been sent there.
The Vologda Region has a supervised territory in Donbass. It is the city of Alchevsk in the Lugansk People’s Republic. This year 61 facilities are being repaired there.
Georgy Filimonov named the Strategy 2.0 programme a serious segment of work which was constantly monitored. It covers all spheres of the region’s socioeconomic development. Its total funding, which has already been covered by the regional budget for the five-year period, is 30.7 billion rubles. First of all, of course, it includes housing and utilities, and healthcare.
Vladimir Putin recalled the issues that directly interest people: sports grounds, public areas, courtyards, and replacement of elevators.
Georgy Filimonov said that 85 housing and communal infrastructure facilities were already under renovation or construction, above all, landscaping. This year, 196 courtyards and 50 public areas are being repaired, and 237 elevators are being replaced at the expense of the regional budget. Smart public transport stops (new multimedia pavilions) are being installed in cities. It is planned to introduce 650,000 sq m of housing. For the first time in the history of the region, 800 facilities are being built simultaneously. An affordable gas supply programme has been launched. This year, 121 km of street lighting lines will be laid. This year, eight treatment facilities will also be commissioned under the Clean Water project within the framework of the Strategy 2.0 of the Vologda Region government.
Supporting personnel, in particular young teachers in the most sought-after areas such as teachers of mathematics, physics and computer science, as well as teachers in rural areas, was also discussed. The region has the County Doctor programme aimed to encourage the relocation of doctors to rural areas. In response to Vladimir Putin saying that there still were not enough medical specialists in the region, Georgy Filimonov said that this year about 170 new doctors were attracted from other regions, including from Moscow and the Moscow Region. He also mentioned that, at municipality meetings in the Vologda Region, people often asked to support additional payments for ambulance doctors and paramedics from the regional budget, which had not been indexed for a long time. This year, the necessary funds have already been allocated from the regional budget, and the measure came into effect on August 1.
