- Born June 1, 1964, in Levashi village, Levashi District of Daghestan.
- Graduated from Daghestan State University in 1986 with a degree in labour economics, and completed law studies in 2000.
- 1986–1987: Research internship at the labour economics department at the Plekhanov Institute of the National Economy in Moscow.
- 1987–1990: Postgraduate studies at the labour economics department at the Plekhanov Institute of the National Economy in Moscow.
- 1991–2000: Teacher, senior teacher, and lecturer at Daghestan State University’s department of economics and sociology.
- Since 2001until present: Concurrent outside director of Daghestan State University’s department of economics and sociology.
- 1998–2006: Head of Daghestan Government’s working group on developing Daghestan’s section of the Caspian Sea continental shelf.
- 2006–2007: Chairman of the People’s Assembly of the Republic of Daghestan.
- 2007–2010: Member of the People’s Assembly of the Republic of Daghestan on a voluntary basis.
- Was elected to the second, third and fourth convocations of the People’s Assembly of the Republic of Dagestan.
- 2010–2013: President of the Republic of Daghestan.
- January 28, 2013: Appointed Deputy Chief of Staff of the Presidential Executive Office.
- Holds a doctorate in economics and the title of professor.
- Awarded to the Order of Honour in 2012.
