Born December 13, 1953, in Yuzhno-Sakhalinsk.
Graduated from the Law Faculty of Leningrad State University.
Worked in the Leningrad executive power system at district and city level, was Deputy Chairman of the St Petersburg City Hall’s Committee for External Relations and Section Head of the Russian State Customs Committee’s Northwest Department.   
2004–2007: First Deputy Chief of the Protocol of the President of the Russian Federation. 
From March 2007: Deputy Director of the Federal Financial Monitoring Service (Rosfinmonitoring), and became Acting director of Rosfinmonitoring in September 2007. 
From September 25, 2007: Director of Rosfinmonitoring.
2008–2012: Aide to the President.
