During a meeting with Amur Region Governor Vasily Orlov, Presidential Commissioner for Children’s Rights Maria Lvova-Belova noted the fact that the region’s team was involved in the efforts to protect the children and families’ rights and stressed that building systematic work and developing a set of measures to support families to make sure that children are raised in families rather than kept in institutions unless absolutely necessary was the goal of paramount importance.
The number of children left without parental care or whose parents saw their parental rights terminated has decreased in the Amur Region in recent years. In 2020, there were 461 such children down to 247 in November 2024, which was made possible by a painstaking approach to assessing the grounds for terminating parental rights. Governor Vasily Orlov issued an instruction to that effect.
At the meeting, the Governor spoke about the work in the region that emphasises the importance of the family and promotes traditional family values. Maria Lvova-Belova highlighted practices used in the region that help preserve families.
In addition, the Commissioner held an expanded-format meeting with the heads of preventing child neglect and juvenile delinquency system’s bodies and institutions and members of the Commission on Juvenile Affairs and Protection of their Rights under the Amur Region Government, visited the Blagoveshchensk Mechta Social Rehabilitation Centre for Minors, Zabota Social Rehabilitation Centre for Minors, and the Amur Regional Narcological Centre, where she conducted personal reception of citizens and looked closely into the background of the parents who want to have their children back in the family.
