The Federal Law clarifies procedures for implementing the 2011–2012 healthcare modernisation programmes set out in the Federal Law On Compulsory Medical Insurance in the Russian Federation.
In particular, the law provides for establishing a unified state healthcare information system and clarifies the payment procedure mechanisms for medical services provided to people outside the particular region of the country in which they are insured.
In order to raise the level of medical care in rural areas, the law sets incentive measures to attract medical school graduates under the age of 35 to work in healthcare institutions located in the rural areas.
