In particular, the President’s instructions to the Government concern requiring the involvement of cinema students (as interns) in filming movies being made with government financing; improving mechanisms of state support for films (including animated films) in their promotion and distribution, with due regard for Russia’s obligations pertaining to its accession to the World Trade Organisation; and allotting budgetary funding to the Gerasimov Institute of Cinematography (VGIK) to modernise its facilities.
The instructions also concern developing cinematographic education; providing additional state support for producing serial docudramas about Russian history; and improving the unified federal automated information system of data on film screenings at cinemas and movie ticket sales technologies.
In addition, the government is instructed to foster a comprehensive discussion on passing an ethical charter for participants in the Russian film industry, as well as to provide suggestions on state support for implementing modern digital technologies in film production and stimulating the use of budgetary funding provided to support film production on Russian territory, and implementing the Film Club: Culture, Education and Communications project, which stipulates building modern movie theatres in small towns.
