The federal law aims to extend the powers of the Central Bank in carrying out securities transactions, allows the Bank of Russia to issue rights offerings with Russian and foreign credit institutions, and to engage with the government cabinet of the Russian Federation in trades on the open market involving state securities and a range of other kinds of securities.
Disclosure of information concerning transactions by the Bank of Russia on the open market is mandatory.
The Bank of Russia has also been granted the right to sell securities as collateral for its loans.
