A Presidential Decree appoints as permanent members of the Security Council Prime Minister Vladimir Putin, Director of the Federal Security Service Alexander Bortnikov, State Duma Speaker Boris Gryzlov, Minister of Foreign Affairs Sergei Lavrov, Chairman of the Federation Council Sergei Mironov, Chief of Staff of the Presidential Executive Office Sergei Naryshkin, Minister of the Interior Rashid Nurgaliyev, Secretary of the Security Council Nikolai Patrushev, Minister of Defence Anatoly Serdyukov, and Director of the Foreign Intelligence Service Mikhail Fradkov.
The Security Council’s members are: Chief of Armed Forces General Staff Yury Baluyevsky, Director of the Federal Drug Control Service Viktor Ivanov, Presidential Plenipotentiary Envoy to the Siberian Federal District Anatoly Kvashnin, Presidential Plenipotentiary Envoy to the Northwest Federal District Ilya Klebanov, Minister of Justice Alexander Konovalov, Deputy Prime Minister and Minister of Finance Alexei Kudrin, Presidential Plenipotentiary Envoy to the Urals Federal District Pyotr Latyshev, President of the Russian Academy of Sciences Yury Osipov, Presidential Plenipotentiary Envoy to the Central Federal District Georgy Poltavchenko, First Deputy Director of the Federal Security Service and Director of the Border Guards Service Vladimir Pronichev, Presidential Plenipotentiary Envoy to the Volga Federal District Grigory Rapota, Presidential Plenipotentiary Envoy to the Far East Federal District Oleg Safonov, Deputy Prime Minister and Government Chief of Staff Sergei Sobyanin, Presidential Plenipotentiary Envoy to the Southern Federal District Vladimir Ustinov, Prosecutor General Yury Chaika, Minister of Civil Defence, Emergencies and disaster relief Sergei Shoigu.
