The message said, in part:
I sincerely congratulate you on your inauguration as President of the Federative Republic of Brazil and wish you every success in your position of high responsibility. Following the tradition of the regular exchange of opinions between the leaders of our countries, I avail myself of this opportunity to share my views on the state of our bilateral relations and prospects for their future development.
We attach special significance to the strengthening of friendly relations with Brazil and consider it a matter of principle to preserve and, possibly, give an additional impetus to the positive dynamics of establishing partner relations between our countries. We have all the grounds for this, especially since strategic visions of Russia and Brazil largely coincide.
The current situation dictates the need for more close cooperation between our countries on the issues of establishing a democratic world order, enhancing the key role of the UN and its Security Council in world affairs, disarmament, security at the global and regional levels, efforts against international terrorism and other transnational challenges and threats in conditions of globalisation.
We consider further promotion of mutually beneficial cooperation in trade, the economy and investment an important aspect of our bilateral ties. Our main task today is to ensure the growth of mutual trade, its diversification, implementation of various programmes and projects in such high-tech spheres as the aircraft and space industry, nuclear power engineering, telecommunications, fuel and energy. We also have possibilities for cooperation in the military and technical field.
In our opinion, we should also enhance to the fullest the effectiveness of the existing mechanisms of state interaction, the central of which is the high-level Russian-Brazilian commission on cooperation chaired by the Russian Prime Minister and Vice President of the Federative Republic of Brazil, in the framework of which work the intergovernmental Russian-Brazilian commission on trade, economic and scientific-technological cooperation and the political commission.
I hope for joint fruitful work aimed at a consistent and dynamic development of the entire spectrum of relations between Russia and Brazil for the benefit of our peoples, in the interests of global peace, international stability and security.
