The Convention was signed in Chisinau on October 7, 2002. It was drafted with regard to the provisions on electoral procedures stipulated in the documents of the UN, OSCE, the Council of Europe and other international organisations.
The Convention sets forth the following principles:
Basic standards of democratic elections, such as the right of citizens to elect and to be elected to the bodies of state authority and local government; the principles of periodic, mandatory, fair, and free elections based on the general equal electoral rights;
Open elections;
Judicial and other protection of electoral rights; guarantees of exercising electoral rights.
