Russian-Azerbaijani talks at a high level took place in the Kremlin

Greeting the Azerbaijani President, Mr Putin emphasised the successful development of bilateral relations.

In connection with the latest terrorist attack on the Moscow metro, Mr Putin paid special attention to the need to strengthen cooperation in combating terrorism.

Ilkham Aliyev, in his turn, expressed his condolences to Mr Putin and the Russian people over the tragedy which took so many lives.

The two leaders also discussed some current issues, in particular, the situation in the South Caucasus. They stressed the importance of cooperation within the Caucasian Four.

After the meeting, the two presidents signed several documents, including the Moscow Declaration of Russia and Azerbaijan that emphasised the intention of both countries to develop strategic partnership, economic, scientific and technical cooperation. Russia and Azerbaijan will take the steps needed to settle the Caucasian conflicts and make the Caspian region a zone of peace, stability, good neighbourliness and cooperation.

The two leaders also signed:

The Russia-Azerbaijani Protocol on the Gradual Lifting of Exemptions from the Free Trade Regime.

The schedule for gradual lifting of exemptions from the free trade regime in accordance with the list of goods, as in Appendix No 1 for the Protocol of November 29, 2000.

The programme for Russian-Azerbaijani social cooperation for 2004–2006.

An agreement between the ITAR-TASS news agency and the AzerTaj Azerbaijani state telegraph agency on information cooperation.

After signing bilateral agreements, Mr Putin and Mr Aliyev spoke to journalists.
