President Putin asked about the spring planting efforts in Chechnya. According to Mr Kadyrov, spring came early in 2004 and the sowing campaign was launched in all regions of the republic practically at the same time.
Mr Kadyrov also told the President about government assistance to refugees. They were being notified about housing subsidies. Every person knew exactly how much he should get. Former Grozny residents were gradually returning to their home city, Mr Kadyrov said.
Answering Mr Putin’s question about a master plan for Grozny’s development, the Chechen President said that a new plan was being drafted.
Mr Kadyrov also said that the payment of compensations [for destroyed housing] was not proceeding smoothly enough. False claims were revealed, so a special commission was set up which included heads of the districts and the Internal Affairs Ministry, as well as religious leaders.
President Putin underlined that the compensations should go to people, not funds. Mr Kadyrov assured him that this would be done.
