At an enlarged meeting of the Russian Government, President Vladimir Putin called the unity of the country to be the main condition for opposing terrorism.
In their far-ranging plans, terrorists aim to break up Russia and destabilise the state. State power must not be just adapted for work in crisis conditions – there must also be a fundamental review of its mechanisms to stop crises from arising.
The President stressed the necessity of unifying state and society resources, and announced measures aimed at improving the system of state administration and at consolidation of the country unity, including significant changes in the system of forming bodies of power.
