The Russian Federation is a signatory to the Convention banning or limiting the use of specific types of conventional weapons considered to cause excessive harm or be indiscriminate in their action. Amendments were made to Protocol II, appended to the Convention, on prohibitions and limitations of the use of mines, booby traps and other devices at a conference of signatory states on May 3, 1996.
The federal law is to ratify the above-mentioned Protocol II.
The ratified Protocol II will enable tougher conditions to be introduced for using antipersonnel mines, will completely ban the use of undetectable mines and other devices that cause mines to explode under the effect of mine detectors. Moreover, the transfer of mines banned by the Protocol to another state is banned, as is the transfer of such mines to any non-state formation.
