The new federal law was drafted on the basis of a presidential instruction of August 27, 2004.
The federal law was submitted in its draft version to the State Duma as a legislative initiative by the Russian government and is aimed at creating the legal and organisational basis for coordination between the Russian Interior Ministry and the aviation security services in order to ensure security at airports and their infrastructure facilities.
Under the new amendments, Russian Interior Ministry personnel will work with the independently acting aviation security services in ensuring aviation security, including during pre-flight and post-flight inspections, accompanying aircraft, and also in guarding airports and their infrastructure facilities.
The federal law sets out restrictions for hiring aviation security service personnel. Furthermore, the Russian government is instructed to set the procedures for creating and managing data bases of aircraft passengers’ personal data and the procedures for transferral of this data to the law enforcement agencies.
