The jubilee medal will be awarded not only to war veterans, but also to people who worked for Victory in the rear, partisans and members of underground organisations active on Soviet territory under temporary occupation, and people who as minors were held captive in concentration camps, ghettoes and other places of forced confinement established by the Nazis and their allies during World War II.
The medal will also be awarded to foreign citizens who fought in the Soviet Armed Forces, and in partisan detachments, underground groups and other anti-Nazi organisations that made a significant contribution to Victory in the Great Patriotic War.
