There is a great need today for the harmonious development of both of these fundamental pillars, President Vladimir Putin said at a meeting of the Council for Facilitating the Development of Civil Society Institutions and Human Rights.
One of the main problems today is that the public is inadequately informed on what the state is doing in priority areas. This is partly due to reluctance on the part of the state to provide people with timely and complete information, but is also sometimes a result of the state’s inability to inform the public competently and effectively.
One institution that aims at helping to develop an effective civil society is the Public Council. It is important that the Public Council become an effective channel for public influence on state affairs.
The support and development of non-commercial sector organisations also require close attention. Non-commercial organisations could become indispensable partners for the state in resolving the most pressing social problems the country faces.
