Plans for the development and modernization of both nuclear and conventional weapons exist through 2010–2015. Speaking after the exercises by the Northern Fleet in the Barents Sea, Vladimir Putin declared that it was both possible and necessary to look beyond this time horizon.

Different weapon systems, combat training, briefing, education, discipline, and servicemen's social issues such as housing and financial support, all require long-term planning.

V. Putin noted that the state has increased its efforts to this effect, and will continue to do so. The military department's budget increases every year by 15 to 20 percent. The orders for new defence equipment will also be substantially increased. One strategic task is changing the ratio of military expenses so that 40 percent is spent on maintenance, and 60 percent on development. Today, 60 percent of the funds are spent on operational costs and only 40 percent on development.

Despite the increase in funds allocated to the military, it is impossible to know its exact budget. Expenses on the army and the navy will not exceed 2.6 to 2.7 percent of GDP. However, the President emphasized that this budget must be oriented towards development, and all efforts should support this new orientation.
