Under the decree’s provisions, the Russian Government is responsible for overseeing the Federal Customs Service (FCS).
The Economic Development and Trade Ministry’s state customs policy-setting and regulatory functions will be transferred to the FCS.
The Government will appoint the director of the FCS and his deputies and will also be responsible for releasing them from their duties.
Mr Putin instructed the Government to carry out the redistribution of functions and powers between the Economic Development Trade Ministry and the FCS and to bring the relevant legal acts in line with the decree.
The Government has also been given a month to prepare a draft law on amendments to legal acts for the implementation of the present decree and submit it to the State Duma.
