The message reads, in particular:
“The Russian and Mexican peoples have been historically linked by feelings of mutual respect and sympathy. This represents a firm basis for our multifaceted cooperation.
It is pleasant to see that over the last few years relations between Russia and Mexico have developed substantially. Our high-level visits in 2004–2005 allowed us to conclude promising agreements in political, trade, economic, educational and cultural spheres. We have established important preconditions that will allow us to increase and diversify mutual trade as well as activate our partnership in investment, scientific and technological spheres. I believe that at the present stage of development of our relations these tasks must become priorities.
Russia is also firmly resolved to continue engaging in a constructive dialogue with Mexico on key problems in global and regional agendas, and to do so in the interests of stability and confirming the universally accepted principles of international law. We expect to strengthen our cooperation in the struggle against modern challenges and threats, namely terrorism, organised crime, and illegal drug trafficking.
I am confident that joint efforts will allow us to ensure continuity and the further development of the whole range of Russian-Mexican relations.”
