The amendments further specify the legal status of the Russian Academy of Sciences, the sectoral academies, their bodies and agencies.
Henceforth the charters of given academies, established following proposals made by the general assembly of the corresponding academy, will be confirmed by the Russian government cabinet. The amendments also provide that once the President of the Russian Academy of Sciences is elected by the general assembly, the President of Russia confirms this nomination. Nominations of the sectoral academies presidents are confirmed by the cabinet.
As opposed to existing statutes whereby the Russian Academy of Sciences and sectoral academies are defined as academies of sciences that have a national status, the amendments provide that given academies will become national academies of sciences.
The financing regime that the national academies of sciences will apply to fundamental research in the sciences is specified.
New legislation on the national academies of sciences provides for the following obligations: each year academies must make reports to the President of Russia and the Russian government cabinet on the condition of fundamental and applied sciences in Russia, on the research, organisational, and economic activities of the academy, and also make proposals on priority directions for the development of science and other scientific inquiries.
