The telegramme reads, in particular:

Interesting prospects are opening up in science and technology cooperation, in using the Baikonur space launch centre more effectively, in cooperation in hydroelectric power, in the joint development of the resources of the Caspian, and in nuclear energy.
Kazakhstan is our trustworthy ally as we attempt to resolve topical international problems, our consistent supporter in deepening integration in the territory of Eurasia. Your innovative approach towards the process of reforming the CIS helped result in constructive work during the Commonwealth’s summit in Minsk.
I am convinced that the strategic partnership between Russia and Kazakhstan and joining the two countries’ important potential will continue to further serve the interests of the world as a whole, as well as help increase the well-being of our peoples”.
