The federal law “On Modifications to the Federal Law on Fisheries and the Preservation of Biological Resources in Bodies of Water, and the Land Code of the Russian Federation” defines the concept of fishery sites and the regime that governs how they are established.
According to the law a fishery site consists of a body of water designed for fishing and its limits are determined according to the regime established by the federal executive organ that develops state policy and legislation concerning fisheries and the protection of biological resources in bodies of water.
In addition, the federal law provides that pieces of land can be used for fishing in accordance with legislation applicable to water and to land. It also provides for modifications to the Land Code that allow for the possibility of establishing a public easement for using the piece of land for the said purposes.
