The law applies to families that have two or more children and makes reference to a nominal document, a state certificate that institutes additional measures of state support in the form of maternity (family) capital, a sum of 250,000 roubles. This sum will be annually readjusted in view of inflation.
The document defines the individuals that have the right to receive these forms of state support, establishes the regime, conditions and also instructions for using the maternity (family) capital.
The financial resources of the maternity (family) capital can be used for:
improving living conditions by making a non-cash transfer of the given financial resources to purchase or build accommodation or to execute any obligations connected with accommodation, including participating in housing, construction, and other types of accommodation cooperatives. Along with this, the financial resources can be used for fulfilling obligations which have arisen before having received the right to additional measures of state support;
paying for services in the sphere of education, including paid educational services, services not provided by state educational establishments, and other payments associated with receiving an education, a list of which will be established by the Russian government; and,
increasing a potential pension level by using part of the resources of maternity (family) capital to form part of the pension.
Financial resources from the federal budget designed to institute additional measures of state support to families with children will be allocated in the budget of the Russian Pension Fund. The Pension Fund and its regional bodies will make a federal register of persons entitled for this support and will also deliver state certificates.
The federal law determines the regime by which the regional bodies of the Pension Fund examine applications for state certificates, for receiving maternity (family) capital, and also an exhaustive list of all the reasons for refusals.
