The law determines that the permanent seat of the Constitutional Court of the Russian Federation will be in St Petersburg.
A Constitutional Court Office will be established in Moscow to provide citizens and their associations with access to constitutional justice, and to ensure uninterrupted communication between the Constitutional Court, other governmental agencies, and the Russian regions.
The President of Russia and the Constitutional Court will determine together the date when the Constitutional Court will start executing constitutional justice in St Petersburg.
The federal constitutional law also determines how the expenses connected with changing the permanent seat of the Constitutional Court of the Russian Federation will be financed.
