Vladimir Kalamanov was appointed the president's special human rights envoy in Chechnya.
Under the decree, the envoy will ensure that the head of state will be able to perform his constitutional function as the guarantor of human rights and freedoms in the region. The envoy will also liaise with international and foreign public and non-government organisations in order to work out a coordinated approach to protecting human rights in Chechnya.
