In the opening word, the President congratulated the participants on the commencement of the new government body’s work and stressed the great importance of the event for Russia’s political life.
In his speech Mr Putin pointed out that the State Council was first of all a strategic body that would work to elaborate a consolidated position on key issues of the country’s development. That was its difference from other governmental and consultancy institutions and agencies. The State Council could also set the direction of the country’s development but it should not substitute in its work Parliament or the Government, underlined the President.
Mr Putin also suggested discussing the land issue at the next meeting of the State Council presidium.
