To ensure the widespread use of the global navigation satellite system GLONASS to promote the social and economic development of Russia and increase international cooperation, the decree stipulates that access to satellite signals of the GLONASS navigation system for civilian use will be available to Russian and foreign customers free of charge and without restrictions.
The decree stipulates that, in order to ensure the security of the Russian Federation, the satellite navigation equipment used by the federal executive authorities and their subordinate organisations should operate using the GLONASS navigation system.
The coordinator works to maintain, develop and use the GLONASS system in the interests of civilian consumers, including commercial ones, registered with the Federal Space Agency.
On 31 December 2007 the Russian government cabinet will define the authorities’ powers with respect to maintaining, developing and using the GLONASS system in the interests of defence and security, social and economic development in Russia, enhanced international cooperation, and for research purposes.
The cabinet has also been ordered to determine the terms and conditions for the use of information resources required to establish detailed digital navigational charts for civilian users within the next three months.
