A State Council in Rostov-on-Don discussed the principal measures needed to implement the state crime prevention and law and order system.
President Vladimir Putin outlined the main tasks for establishing an integral and effective crime prevention system. They include, above all, strengthening the legal base, combating xenophobia, extremism, nihilistic attitudes towards the law, and the criminal subculture among young people, promoting a healthy lifestyle and fighting the spread of alcohol and drugs.
Mr Putin said that social adaptation for people released from prison and for homeless people is also a very important issue.
The President called for the public to become more involved in law and order work.
It is also crucial to improve the material conditions for policing and public security work, above all for local police, the President said.
