Dmitry Kozak, deputy head of the Presidential Executive Office, was appointed chairman of the commission.
The commission should submit its proposals on the division of powers between federal, regional and local authorities to the President by June 1, 2002. The commission’s work should result in a package of draft laws clearly defining the responsibilities of government bodies at all levels.
The President’s decree abolished two commissions: the commission for federal and regional authorities’ interaction in implementing constitutional and legal reform, and the commission for drafting agreements on the division of spheres of responsibility and powers between federal and regional authorities.
