The procedures for choosing the Chairman of the Constitutional Court of the Russian Federation and his or her deputies have been modified. Instead of the current system, according to which they are elected for three years by the Constitutional Court judges, the changes establish new procedures whereby the Chairman of the Constitutional Court and his or her deputies will be appointed by the Federation Council (Russia's upper house of parliament) for 6 years following their recommendation by the President of Russia.
In addition, the post of judge-secretary of the Constitutional Court would be abolished and the second Deputy Chairman of the Constitutional Court post be established.
In connection with the amendments to the Federal Constitutional Law On the Constitutional Court of the Russian Federation, Dmitry Medvedev made the appropriate changes to the law On the Status of Judges in the Russian Federation.
