Addressing the United Russia Party Congress, Mr Putin said that United Russia can and should become an effective instrument for guaranteeing social stability, ensuring that the future parliament and the entire state power system can function effectively, initiating development and supporting the executive authorities in carrying out the plans that have been made.

United Russia, as the party that has taken upon itself political responsibility for the current course, can have only one goal: to win the upcoming election and to win in a fair and honest fight. The President stressed, however, that victory is not an aim in itself but that United Russia needs to strive for victory in order to guarantee the country’s stable development, help turn all the adopted plans into reality and fulfil the hopes of millions of Russian citizens.

Mr Putin said he is confident that United Russia is prepared and will succeed in its efforts to ensure that transformation, backed by public support, is carried out. The President said that it was therefore with gratitude that he accepted the invitation to head the United Russia list in the upcoming parliamentary election.
