Mr Zubkov made the proposal during a meeting with the President. The meeting was also attended by Chief of Staff of the Presidential Executive Office Sergei Sobyanin, Deputy Prime Minister and Finance Minister Alexei Kudrin, and Economic Development and Trade Minister Elvira Nabiullina.
