The amendments concern in particular issues related to the granting or cessation of rights to catch biological marine resources. The right to catch biological marine resources is accorded on the basis of agreements and decisions from the state authorities on making such resources available for use. The amendments define the content of such agreements and decisions and the procedures for their conclusion and approval. The amendments also stipulate that a list of biological marine resources be established for which total allowable catch volumes will be set.
Foreign persons and fishing vessels under foreign ownership are prohibited from carrying out industrial fishing, including coastal fishing. The grounds and procedures for ending biological marine resources catch rights are also established.
The amendments also improve the legal regulation of management, control and supervision in the fisheries sector and the preservation of biological marine resources.
