The GLONASS navigation device designed for cars was demonstrated for the President during the meeting. The device recently became available for retail purchase.
The GLONASS orbital group is designed for global precision navigation and temporarily providing an unlimited number of users an indication of their position on land, sea, in air or in space, as well as determining the exact location of ships, planes and special automotive equipment. When judged by the main characteristics of navigational support (accuracy, availability and comprehensiveness) GLONASS should not be inferior to GPS or Galileo.
In accordance with the presidential order of 18 February 1999, dual-use space technology that can be used for scientific, social and economic purposes, as well as for the defence and security of Russia, has been placed within the GLONASS system. Full deployment of the GLONASS orbital group will be completed in 2009. By 2011 the GLONASS system will operate using its optimal number of spacecraft.
In 2007, all restrictions for civilians wishing to use GLONASS were removed.
