The document sets out the main agreements reached on negotiating a new basic agreement between Russia and the European Union.
The declaration states, in particular, that the first round of talks on a new agreement will take place in Brussels on July 4. The current agreement will remain in force until the new joint agreement is signed.
The aim of the negotiations, according to the declaration, is to conclude a new strategic agreement that will establish an all-encompassing foundation for relations between Russia and European Union in the foreseeable future and help develop the two sides’ partnership potential.
The new agreement will be based on the international obligations that bind Russia and the EU, will contain the institutional provisions required to make cooperation more effective, and will strengthen the legal foundations and legal obligations in the areas of cooperation set out in the roadmaps for the four EU-Russia Common Spaces.
Roadmaps for the four common spaces – The Common Economic Space, The Common Space on Freedom, Security and Justice, The Common Space on External Security, The Common Space on Research, Education and Culture – were adopted at the Russia-EU summit in Moscow on May 10, 2005.
