The Federal Law clarifies the notions of Moscow Time and Time Zone and establishes Moscow Time as the reference for time keeping in time zones, corresponding to the third time zone UTC (SU) +3 (so-called permanent winter time) in the Russian Federation national time scale.
Pursuant to the Federal Law, there will be no seasonal time change.
The Law establishes 11 time zones on the territory of the Russian Federation and designates their regional distribution.
The Federal Law is to come into effect at 2 am on October 26, 2014.
