The law makes amendments to a number of Russian laws, including on organisation of the 2014 Olympic Games and Paralympics, and on procedures for entry and exit to and from Russia.
Currently, organisation of the Olympics and Paralympics is regulated by the provisions of relevant documents of the International Olympic Committee (IOC) and the International Paralympic Committee (IPC), namely, the IOC Olympic Charter and the IPC Rules and Regulations. But Russia’s laws make reference only to the Olympic Charter and not to the IPC Rules and Regulations, hence the need for the new amendments.
The new law also settles a number of practical issues. In particular, it defines the concept of Paralympics ID, which will be issued by the Paralympic Committee and the Sochi Games Organising Committee. This document will enable participants in the Paralympics, like participants in the Olympics, to enter Russia without a visa.
