The Federal Law amends Russian Federation legislative acts concerning relations in the areas of social protection, culture, transport, healthcare, communications and information, housing policy and electoral rights. The amendments aim to implement the provisions of the Convention on the Rights of Persons with Disabilities (ratified by the Russian Federation on May 3, 2012).
The Federal Law aims, on the basis of the Convention’s provisions, to form an interlinked system of powers and functions within the state administration system regarding procedures for ensuring that people with disabilities have access to facilities and services and also provision of assistance in realising their rights in all the main areas of life.
