The law has been drafted on instructions from the President pertaining to the implementation of the Presidential Address to the Federal Assembly of December 4, 2014.
The amendments envisaged by the draft law are aimed at creating an interdepartmental system to control budget spending in the course of state defence order execution and implementation.
The Defence Ministry, the Federal Anti-monopoly Service, the Federal Financial Monitoring Service and the Bank of Russia will make up the backbone of this system.
The system is to be based on databases that contain information on state defence order implementation, executors, contracts and mutual settlements.
Authorised banks and special bank accounts are to be created within this system, to be used by the executors of the state defence order to ensure reliable and transparent mutual settlements, data protection and control over proper budget spending.
The draft law also envisages additional measures to prevent unreasonable price hikes with regard to the state defence order.
The proposed amendments are directed at ensuring the interests of the public procurement authority of the state defence order and its executors, as well as the interests of the Russian Federation in the sphere of the state defence order.
The Russian Federation Administrative Offences Code is to be amended to establish additional liability for violations pertaining to the state defence order.
When passed, the law will help prevent unreasonable price hikes in implementing the state defence order and enhance the efficiency of control and supervision in this area.
