The Presidential Executive Office is instructed to ensure coordination of efforts to build a long-term strategy for the Russian Federation’s science and technology development, which should set out the principles for selecting priorities in science and technology development.
The Government of the Russian Federation is instructed jointly with the Presidential Council for Science and Education to develop and approve a long-term strategy for the Russian Federation’s science and technology development.
In preparing the draft federal budget for 2016 and subsequent years, the Government is also instructed to ensure that the volume of budgetary allocations for fundamental research represents the same percentage of the GDP as in 2015.
The Government is instructed to complete work on allocating funding for theScience and Technology Development programme for 2013–2020 from the federal budget and non-budgetary sources for scientific research and civilian-oriented designs, as stipulated in all state programmes of the Russian Federation.
Instructions to the Government also concern analysing the spending efficiency of the allocations from the federal budget and non-budgetary sources for civilian-oriented research and development work.
