The message reads, in part:
“You defend law and order, protect the peaceful lives of the people and combat crime, corruption and terrorism. To be able to efficiently resolve these tasks, law enforcement agencies’ employees should have impeccable professional and personal qualities, good knowledge and excellent training that meet the highest standards and requirements. You need to actively master and introduce new modern technologies and improve personnel training and education methods. I am certain that all this would allow you to reach a qualitatively new stage in your work and would raise the authority of the agency and trust in it on the part of the society.
In the year of the 70th Victory anniversary I would, of course, like to express special gratitude to the veterans who acted firmly and effectively both during the Great Patriotic War and in times of peace, displaying their fortitude and courage in complicated unconventional situations.”
