The Agreement was signed in Moscow on December 2, 2014.
It establishes the international legal basis for the transfer by Kazakhstan of the Balkhash centre for its use by Russia and sets new boundaries of the centre’s territory and its operating procedures.
The Agreement also contains provisions pertaining to combat duty (including joint duty) by Balkhash centre on crews, areas of Russian-Kazakhstani cooperation under the Agreement and compliance with environmental safety regulations.
The Agreement also regulates the stay on the territory of Kazakhstan of Russian military personnel and other individuals to whom the Agreement does not apply.
The Agreement makes it possible to maintain the Balkhash centre as part of the missile attack warning system and space tracking system.
Ratification of the Agreement contributes to further development of friendly relations and mutually beneficial cooperation between Russia and Kazakhstan and ensures the strategic stability and military security of the Russian Federation.
