Implementation of laws aimed at lowering administrative barriers for small and medium-sized businesses was the subject of discussion, in particular, the law regulating oversight of business activity, the law on priority rights to buy up premises, and the law on delegating public services to state unitary enterprises and institutions.
The President said that the meeting was called following complaints from businesspeople about problems with the way these laws are being applied at regional level.
Responding to this situation, Mr Medvedev gave a number of instructions to the Prosecutor General’s Office and law enforcement agencies to keep check on compliance with the laws on support and protection for small businesses, and also ordered that inter-ministerial regulations be passed and regional legislation be brought into line with federal law as soon as possible.
Before the meeting started, the President visited the SAHO-Khleb bread factory in Zvenigorod, where he reviewed the factory’s production line and products.
SAHO-Khleb launched production in 1957, and since 2004 has been part of the Siberian Agrarian Holding Group (SAHO). The factory now produces a range of more than 100 different types of bakery and confectionery products.
