The federal law clarifies requirements for participation by groups and candidates taking part in elections and initiative groups on holding referendums in joint campaign events (debates) on federal and local television channels and radio stations. In particular, under the law, groups that have registered lists of candidates and a registered candidate are required to take part in debates. Registered candidates must take part in debates personally, and groups can be represented only by registered candidates running in the election on their behalf.

Vladimir Putin signed Federal Law On Amendments to Article 51 of the Federal Law On Basic Guarantees of Electoral Rights and the Right of the Citizens of the Russian Federation to Participate in a Referendum and Article 65 of the Federal Law On the Election of Deputies of the State Duma of the Federal Assembly of the Russian Federation.
