The Russian Government has been instructed to submit to the State Duma draft federal laws provided for under the Plan of Measures to reduce deaths as a result of road injuries, approved by the Prime Minister on August 4, 2015.
The Government has also been entrusted with developing and approving a road traffic safety strategy in the Russian Federation for the medium term, ensuring the introduction of corresponding amendments to Russian laws and submitting proposals with regard to empowering the Russian Interior Ministry to formulate state road traffic safety policy.
In addition, the Government has been directed, among other things, to improve training standards for drivers of various transport vehicles; interlock the ERA-Glonass State Automated Information System with emergency response services in an automated mode; introduce passenger transport service licensing; teach children to comply with road safety rules; and institute state supervision over the organisation and holding of technical inspections of transport vehicles.
The Government has been issued certain instructions in conjunction with the Bank of Russia, the Russian Union of Auto Insurers non-commercial organisation and other stakeholders and car owner associations.
Specific recommendations were issued to executive branches of government in Russian regions.
