Prime Minister Dmitry Medvedev has been instructed to organise the drafting and implementation of measures needed for gradual transition of federal, regional and local authorities and state extra-budgetary funds to the use of Russian cryptographic algorithms and encoding technology in their work and in their online interaction with the public and other organisations.
The measures are to include provision of free access for Russian citizens to the use of Russian encoding technology for online interaction with state agencies and local government bodies. The measures will also involve legislation to exclude the use of equipment that could allow third parties to intervene in the work of cryptographic protocols when sending data via general-use networks, except for cases concerning operations and investigation activities conducted in accordance with Russian law.
